Anyone ever work for a small local gov't?

6 months ago a job position became available at my current employer, but the pay was essentially the same, in a different job title/duty which also includes more stress (though likely manageable).

I didn't apply because no reason if they pay/benefits wouldn't be better especially given my current position is super low stress.

The person that took that position, just quit today.

Seeing as the position will open back up, anyone have experience negotiating with such an employer?

Obviously higher pay is one thing to ask for, but even then assuming they would match my request, money alone wouldn't seal the deal for me.

Thinking quicker escalation in regards to 401k match, as I'm 2 years away from 10 yrs in and bumping from 3% to 6% match.

As well as quicker escalation to next level of annual leave. Currently I'm 8 yrs in, with no increase from 3 weeks leave to 4 weeks until 15 yrs ugh.

Thoughts? Experiences?
